Special Notice                

This job opening is being advertised for advance planning purposes pending formal approval of the relevant funding and staffing structures. An appointment may be terminated or post level adjusted in accordance with the Staff Rules for such reasons as abolition of post or reduction of staff or committee funding approvals, for example in the event that the funding for the post is not approved or the mandate of the mission is not extended.

Org. Setting and Reporting                

This position is located in the United Nations Mission for Justice Support in Haiti (MINUJUSTH), under the overall guidance and supervision of the Chief Technical Services Section (HNP Capacity Building pillar). The United Nations Security Council adopted resolution 2350 (2017) deciding the creation of MINUJUSTH which is mandated to assist the Government of Haiti to strengthen rule of law institutions in Haiti; further support and develop the Haitian National Police; and engage in human rights monitoring, reporting, and analysis among others. MINUJUSTH is a non-family mission.  This position is located within the Technical Service Section (Police Capacity Building) .  The Engineer will be based in Port-au-Prince, Haiti.                

Responsibilities                

The incumbent will give his/her technical expertise as required to monitor the HNP engineering projects, make sure the works are being implemented as per HNP Development Plan and will be responsible for closely liaising with the local counterpart HNP) in accordance with the United Nations rules, regulations, and Mission Mandate. Specifically, the incumbent will be responsible for the following substantive tasks:

• Responsible for overseeing, in coordination with the HNP counterparts, the implementation of works for the HNP specific project and maintains the necessary and appropriate means in monitoring progress of works according to contract schedules, specifications and project plans.

• Monitor commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, helipads, docks, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, and other related structures and activities in the field. 

• Assist the HNP with: plans and designs specifications for projects; preliminary site investigations to obtain field data such as soil characteristics, drainage and other data required for building site selection; preparation of design layout for smaller or less complex portions of buildings and facilities; development of technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications; cost estimates of repairs of damaged buildings, facilities and systems to determine feasibility of repairs or replacement. 

• Liaises with HNP’s counterparts responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data.

• Assist HNP in conducting investigations to develop improved designs and construction techniques; in producing cost data and estimates on civil engineering-related requirements of current and planned field missions; in analyzing project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources; in conducting research on development of new technical systems, and following development to identify improved methods and equipment.

Education                

Graduation from Police College or Academy or other recognized law enforcement educational/training institution is desirable. Advanced university degree (Master’s degree or equivalent) in engineering, architecture or other related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.                

Work Experience                

A minimum of five years of progressively responsible experience in engineering or related area.                

Languages                

English and French are the working languages of the UN. For the post advertised, fluency in oral and written in French is required. The knowledge of the Creole and/or English is an advantage.                

Assessment                

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
