Org. Setting and Reporting

This position is located in the Demographic and Social Statistics Branch of the UN Statistics Division in the Department of Economic and Social Affairs. The Chief of Service reports to the Director. The Statistics Division is committed to the advancement of the global statistical system. The Division compiles and disseminates global statistical information, develop standards and norms for statistical activities, and support countries' efforts to strengthen their national statistical systems. Responsibilities

Within delegated authority, the Chief of Service will be responsible for the following:

 

•Formulates and implements the substantive work programme of the Branch. Oversees the management of activities undertaken by the Branch, ensures that programmed activities are carried out in a timely fashion and co-ordinates work related to demographic and social statistics both within the Statistics Division and the department, and with other relevant organizations of the United Nations System, as appropriate.

•Leads, supervises and carries out the work programme of the Branch including activities to support the implementation of the 2030 Agenda for Sustainable Development. In particular, lead the Statistics Division’s work programme in the area of population and housing censuses, vital statistics and civil registration, demographic and social data collection and dissemination, as well as developing and implementing a comprehensive and coordinated social statistics programme, including gender; living arrangements migration, disability; time use; violence against women among others. In this context, provides leadership for technical cooperation activities of the Branch related to the development and improvement of demographic and social statistics at the national level to assist in statistical capacity building of member states.

•Co-ordinates and oversees the preparation of manuals, handbooks and technical reports in the demographic and social statistics areas and reports for presentation to the Statistical Commission and other policy-making organs, as appropriate.

•Ensures that the outputs produced by the Branch maintain high-quality standards; oversees and manages the data collection mechanisms that lead to the publication of the Demographic Yearbook, the vital statistics report, and other reports on social and demographic statistics.; Ensures that all outputs produced by the Branch maintain high professional standards before completion to ensure they comply with the relevant mandates.

•Assists the Director in preparing the work programme of the Branch, determining priorities, and allocating resources for the completion of outputs and their timely delivery.

•Undertakes or oversees the programmatic and administrative tasks necessary for the functioning of the Branch, including preparation of budgets, reporting on budget and programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.

•Manages, guides, develops and trains staff under his/her supervision.

•Participates in international, regional or national meetings and provides programmatic and substantive expertise on an issue, or holds programmatic and substantive and organizational discussions with representatives of other institutions.

•Represents the Division at international, regional or national meetings.

•Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.

•Participates in international, regional or national meetings and provides programmatic and substantive expertise on an issue, or holds programmatic, substantive and organizational discussions with representatives of other institutions.

•Represents the Division at international, regional or national meetings.

•Communication: Demonstrates excellent drafting ability and communication skills both oral and written; ability to listens to others, correctly interprets messages from others and responds appropriately; ability to defend and explain difficult issues with respect to key decisions and positions to staff, senior officials and members of intergovernmental bodies; proven ability to communicate complex concepts orally; ability to prepare written reports that are clear, concise and meaningful.

 

•Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

 

•Leadership: Proven record of building and managing teams and creating and enabling work environment, including the ability to effectively lead, supervise, mentor, develop and evaluate staff and design training/skills enhancement initiatives to ensure effective transfer of knowledge and skills. Demonstrates flexibility in leadership by performing and overseeing change initiatives to ensure effective analysis of complex human resources, budgetary, financial or administrative management policy and programmatic issues. Provides leadership and takes responsibility for incorporating gender perspectives in all areas of work.

 

• Managing Performance: Ability to lead and supervise staff. Demonstrates ability to delegate the appropriate responsibility, accountability and decision-making authority; ensuring that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff.

Education

Advanced university degree (Master’s degree or equivalent degree) in statistics, demography, sociology or related area is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of progressively responsible experience in the collection, compilation, analysis and dissemination of statistical data or related area is required. Experience in demographic, population or social statistics is required. Experience in the area of international data collection, statistical methodological work and statistical capacity building programmes is required. Managerial experience is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
