Org. Setting and Reporting

This position is located in the Programme Support Section (PSS) of the Information Centres Service (ICS) in the Strategic Communications Division (SCD) of the Department of Global Communications (DGC). The PSS provides substantive and programmatic support to the public information and communications activities of the global network of United Nations information centres (UNICs). Within delegated authority, the Public Information Officer may be responsible for the following duties:

-Ensures implementation of communications strategies and public information programmes of UN information centres (UNICs) in the regions of responsibility to promote priority issues, communications campaigns and/or major events.

-Supports UNICs in the regions of responsibility through maintaining regular interaction, responding to queries and requests for guidance and assistance, drafting communications strategies, governance and guidance notes; providing guidance on senior officials visits; coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, analysing and presenting the outcome, and providing feedback to UNICs.

-Ensures UNICs in the regions of responsibility support the work of their respective UN Resident Coordinators and UN Country Teams through an integrated approach as envisaged by the UN Development System reform and also provides support and maintains interaction with Resident Coordinators and their Offices in the regions of responsibility.

-Builds and strengthens interaction and synergies among UNICs – as well as with Resident Coordinator Offices – in the regions of responsibility, including through coordinated communications activities at regional and sub-regional level and/or through common languages.

-Monitors and analyzes current events, public opinion and press affecting UNICs in the regions of responsibility; identifies issues and trends and advises management on appropriate action/responses.

-Undertakes activities to promote media coverage (e.g. press conferences, interviews, press seminars and other special activities) of priority issues, communications campaigns and/or major events carried out by UNICs in the regions of responsibility, to include development of a media strategy and action plan (including with a focus on social media and digital content), initiating pro-active media outreach efforts, proposing and arranging press conferences/media coverage, disseminating materials and consulting with relevant clients on related information requests, undertaking appropriate follow-up action and analysing and reporting on the impact of coverage.

-Produces or oversees production of a specific type or types (e.g. digital, social media, print, broadcast, on-line, etc.) of information or communications products (e.g. press kits, press releases, feature articles, speeches, booklets, brochures, backgrounders, guidance notes, factsheets, audiovisual materials, radio programmes, web site, social media material, etc.), to include resources planning, proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing drafts, obtaining clearances and finalising texts, editing copy, and coordinating design approval, printing procedures and distribution.

-Prepares, on the basis of official UN documentation and other sources, training programmes for UNIC staff, talking points for senior managers, and initial drafts of articles or chapters for inclusion in UN newsletters, periodicals, reports and books.

-Initiates and sustains professional relationships with key constituencies

-Acts as focal point on specific issues, to include performance management for UNIC staff, monitoring and reporting on developments, responding to inquiries, etc.

-Participates in selecting and presenting information disseminated to key constituencies by identifying and using the most appropriate information technology platforms and tools.

-Provides guidance to, and supervises staff, contractors and/or interns; assists and guides UNIC colleagues on recruitment matters.

-Performs other relevant duties, as required.

Ability to rapidly analyze and integrate diverse information from varied sources. Advanced university degree (Master's degree or equivalent) in public information, communications, journalism, international relations, information management or related field is required. A first-level university degree in combination with an additional two years qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in public information, communications, journalism, international relations, information management or related area is required.

Experience drafting, editing and producing information and communications products for various platforms to promote the work of the UN or a comparable international organization is required.

Experience providing public information or communications support to an office of the United Nations common system or a comparable international organization is required.

Experience providing support to an operation with multiple field offices located in different time zones is desirable.

Experience working with social media and digital communications tools and content is desirable.

Experience using information technology platforms and tools to support information dissemination and communication is desirable.


English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of other UN official languages is an advantage.


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
